      SALAMANCA INTERVENTION

       

      SOCIAL-POLITICAL SITUATION IN SPAIN 
  

      The current situation in Spain is complicated. We have reached unemployment rates never before seen, with about 20% of the population, youth unemployment exceeds 35%, this being about 5 million unemployed! The policy of social cuts and job insecurity increases youth unemployment rate above 40% (the highest in Europe) makes the generation prepared in the history of Spain will live worse than their parents. 
At the economic level should be stressed that the Spanish economy has been based on real estate, aggravating the economic dependence from 1998 following the approval of the Land Act and whose consequences are still suffering. This boom has led to the invasion and exploitation of coastal areas as well as the rural and natural areas, ignoring environmental laws. 

      Electoral Law: The electoral law in Spain divides the country into electoral regions where voting is not proportional or regional level or state level, where some provinces have more political power so that not respect the rule of "one person, one vote ".

      ORIGINS OF THE MOVEMENT

      OPERATION IN SALAMANCA 
  

      In acampadasalamanca operate through three work areas are communication, organization and outreach. These areas are divided into committees. The communication area is divided in the commission of internal and external communications, responsible for the dissemination of information to make internal and external.

The extension area is split in the commission of projects which make contact with neighborhood associations, neighborhood committee that is responsible for spreading the movement throughout the city and the commission of evictions, which is responsible for making a database with affected people and create a support network for them. 
  
We also have some working groups that cut across all the committees: 
 Sociocultural, hacklab, legal and environmental issues. 
  
  

      FUTURE 
  

      The main goal for the future of the movement is the extension to the neighborhoods and the creation of an organizational basis, in order to improve the flow of proposals and work, and therefore, awareness of the population and different age groups towhich has not yet been reached. The stabilization of the movement and work are the main bases for the future of the movement in Salamanca, because with this, we are confident that the rest will go back. 
  
At the state level, coordination with other camping is another important future as to achieve a common good we must work together. Stress + Work = Future. 
  
  
  

      SALAMANCA APPROVED WORK PROPOSALS (3 MINIMUM INITIAL CONSENSUS) 
  
 

      In Salamanca, as in all cities in Spain where there is movement, met and coordinated a number of issues that we believe should be improved. Currently, requests are not the same in all cities, it has reached a similar minimum consensus on all camping, with the aim also to bring together as many people as possible regardless of the ideologies of each. The minimum consensus corresponds to the first 3 proposals. 

      1. ELECTORAL LAW REFORM AND POLITICAL SYSTEM: 
• Electoral system Proportional fully representative and do not discriminate against any political or social will. 
• The white vote and the vote should have no representation in the legislature. 
  

      2. PARTICIPATORY DEMOCRACY 
• More facilities for direct democracy through referendums to be binding for all issues of vital interest to citizens. 
• Establishment of effective mechanisms to ensure internal democracy in political parties. 
  

      3. FIGHTING CORRUPTION AND POLITICAL PRIVILEGES 
• Strict control of absenteeism of elected officials in their respective positions. 
• Specific sanctions for dereliction of duties. 
• Removal of privileges on payment of taxes, contribution years and the amount of pensions. 
• Matching the salary of elected representatives to the average wage needed Spanish-language diets necessary for the exercise of their functions. 
• Elimination of charge associated with immunity. 
• Applicability of crimes of corruption. 
• Mandatory disclosure of the assets of all public offices.

      4. MAINTENANCE OF QUALITY PUBLIC SERVICES

        L’ Insurrection est là ! De nombreux peuples de par le monde se soulèvent déjà. Le combat contre les puissants, contre les maîtres est engagé. Nous affirmons et exerçons notre droit immuable à nous soulever contre la tyrannie, à mettre bas ses lois injustes et sa justice illégale.
        Nous ne sommes pas « les Indigné-e-s », mais sommes indignés par la manière irresponsable dont l’on gère le Monde. Nous ne voulons plus de la gestion des ressources qui nous rend bétail humain.
        Nous avons vu l’insurrection, nous l’avons caressée et elle nous a touchés, nous en sommes aujourd’hui chacun le visage. Le temps est venu de mettre en forme nos devenirs, de transformer nos formes d’existence. Que chacun exprime l’indignation que lui inspire l’ordre du monde! Et prenons à cœur d’informer de ce que nous vivons.
        Où que vous soyez, nous vous appelons, nous nous appelons à occuper l’espace, public et virtuel, pour reprendre concrètement la parole. Nous appelons à former ensemble le cercle populaire, lieu de convergence de nos désirs de vies.

        We are nt the « outraged », but we are outraged by the irresponsible ways the world is being ruled. We no longer accept the management of our ressources that turns us int human cattle.
        We witnessed the insurgeance, we fondled it, and today we are each of us the face of it.. Time has come to give shape to what we will become, to transform our forms of existence. May each person express their indignation that the world order inspires them! Let us take to heart to inform about what we are going through.
        Wherever you may be,we call upon you, we call upon us to occupy the public and virtual space in order to concretely take our freedom of speech. We call upon everybody to create the circle of speech, a space where our living desires converge.
        Our so-called politicians and economic leaders are on their way to destroy the planet. Natural cycles are forever disrupted. Deserts and war are deeply intertwined with our being .           INTERNATIONAL MEETING
          “REAL DEMOCRACY AND AUSTERITY PLANS”

          More that 130 activists of various nationalities took part on the 10th of July in the international meeting organized by the International Group of the movement “M19M/Democracia Verdadeira, Já” in the bookshop “Ler Devagar”.
          All the talks presented during more than six hours of discussion, focused on two main topics: Real Democracy and Austerity Plans. The participants described the present situation in various European countries and the social movements in their squares, their priorities, their strategies of mobilization and protest, as well as proposal for new forms of democratic participation.
          Four activists from Greece, from the Group of International Support and Communication of Syntagma square, reported on the severe political, economical and social situation of their country and the mobilizations in their movement: a 48 hours general strike, the criminal and brutal police violence, the unsustainable austerity plans, the corruption of all the political parties, which are now considered “un-welcomed” in the movement since they represent the actual political system against which the movement is fighting, and finally the struggles in the long process of creating a “direct democracy”

          The Greek activists addressed also the problem of the debt, citizen audits, the interference of the IMF and the eventual suspension of the payment of a debt not contracted by citizens (although these topics are still under internal discussion). These ideas were also discussed in the presentations of the Icelandic activist Gunnar Sigurdsson of the “Open Civic Forum of Iceland” and of Stephanie Jacquemont, representative of the International Secretariat of the CADTM (Committee for the Abolition of Third World Debt). The latter two activists are clearly in favour of the use of citizen audits as a tool to increase direct and democratic participation, which has been already successfully employed by several countries,  and that stems from the idea of implementing a policy of transparency and business ethics on the debts incurred by the various countries.
          As the Icelandic activists stresses the questions we have to ask are simple: who made the financial transactions and the loans that led us to this debt? Where does this money go? And who has contracted this debt?

          Representatives of the Acampada de Salamanca - which has devoted particular attention to participation and activism in the neighbourhoods - denounced the present situation in Spain, especially with regard to the “real estate speculation”, the very high rates of youth unemployment,  the cuts in wages and social benefits, and the raises in indirect taxes. These activists brought three minimum consensus proposals approved in their Spanish camp, concerning a reform of the electoral law and of the political system, forms of participatory democracy as the uses of referendum, and the fight against corruption and the politicians’ privileges.

          The International Network Group On the road from the Acampada de Barcelona, one of the first to emerge and mobilize in Europe, presented the activities the group was involved in, as well as concrete proposals for mobilization: a discussion on the creation of a new Lisbon Treaty, an international campaign to transfer money to ethical banks and credit cooperatives and finally the creation of an International Group on the platform HYPERLINK "http://n-1.cc"nHYPERLINK "http://n-1.cc"-1.HYPERLINK "http://n-1.cc"cc where each international group from different countries could share experiences and proposals.

          The activists from the Acampadas de Mérida and Badajoz expressed their concern and strongly condemned the way in which political and economical authorities (among which the IMF) ignore the citizens’ rights and impose stifling economic measures. The banks (some of which are financed from the State) and the politicians - who use instruments of control like the companies, the media and the unions themselves - are identified as the ones responsible for this threatening situation. Because of this the activists called for a growing movement without borders.

          The activist who came from the Acampada of Brighton, in addition to reporting on the situation of the movement and the socio-economic landscape in England, denounced the weakness of a political system that calls itself democratic, but is based on a fictional idea of representation and consults its citizens only once every four years. Five points were highlighted: free education for all, transparency of the political and economical system, reform of the electoral system, participation in all government decisions and identification of those responsible for the financial crisis. The movement from Brighton proposes a march, leaving on the 1st of November 2011 and converging in London on the 15th of November, in front of the Parliament.

          The two activists from Belgium (Bruxelles and Namur) reported that activism and mobilization in Bruxelles are severely restrained by police interventions that prevent demonstrations and concentration of people, as well as a certain civic inertia due to the lack of awareness (the latter concern was also shared by the activist from the UK). The proposal from Bruxelles is to use popular assemblies as a tool in the struggle to rewrite the Constitution; a call for people to occupy the public and virtual spaces to enforce their freedom of speech; an appeal for local movements to become global. They also announced a march which will enter in Bruxelles, chosen because of its centrality on the European scene in this historical period, on the 16th of September 2011.

          Concerning the Portuguese situation, the Acampadas de Aveiro, Lisboa and Coimbra presented their objectives, the actions of the working groups, the priorities of the popular assemblies and the actions organized by each Acampada. Similarly the movements Attac Portugal, Uncut, Precários Inflexíveis, M12M (and M15M which intervened during the open discussion) reported on their involvement in specific processes of discussion and civic mobilization, especially on the debt, civic auctions, austerity plans and job insecurity.
          The goal of this 1st International Meeting, achieved in our views, was to gather social movements, groups, peoples and different realities to debate together over the necessity of a common international platform, including its computer aspects, not limited to protest actions but to foster the new processes of democratic participation and political activism. To this end, the possibility of creating international commissions is already being discussed within the various groups, as well as the implementation of a communication platform via the internet.
          Currently several protest proposal are available, but two in particular should be highlighted with a view to strengthening relationships and international communication between movements, and performing joint actions: the scheduling of a next longer international meeting (2-3 days) and an international day of mobilitation proposed for the 15th of October which could lead in the streets thousands of peoples outraged with the actual political, economic and social systems.
          Post Scriptum: in addition to the videos which are already available on several pages of Facebook and YouTube, the Inter(national) Group of the Acampada de Lisboa has the full footage of the event and therefore suggests the creation of a multimedia group for the management and divulgation of these materials.
